Max sector exposure

Max sector exposure limits concentration in one sector or correlated group, separate from the per-position and portfolio-heat caps. Two positions can each be well within their individual limits and still move together if a sector-wide event hits — this cap addresses that correlated risk rather than any single position's own risk.
